NEW & NOTEWORTHY While Marketplace Enrollment Fell in All Other States,  New Mexico Saw Growth After Replacing Expired Federal Enhanced Subsidies With Its Own States That Run Their Own ACA Marketplaces Generally Saw Lower Enrollment Drops Affordable Care Act (ACA) Marketplace enrollment fell this year in every state except New Mexico, which was the only state to fully replace the enhanced premium tax credits that expired last year with a state-funded subsidy, according to a new KFF analysis of effectuated enrollment data. The Marketplace enrollment decline—the first in seven years—follows several years of rapid enrollment growth and coincides with the end of the enhanced federal subsidies.   State-based Marketplaces that run their own enrollment platforms, including those that partially offset the expired federal subsidies, generally saw lower drops in effectuated enrollment (an average 6% decline versus 15% for states that use the HealthCare.gov platform). Enrollment in Illinois, Connecticut, Pennsylvania, Idaho, the District of Columbia, Massachusetts, and Texas held relatively flat or fell by less than 5%. Texas—the only one of these states without a state-based Marketplace—may have seen a low enrollment drop due to a state rule that affects premium pricing.   Effectuated enrollment accounts for Marketplace enrollees who made their early 2026 premium payments, which—following the expiration of enhanced tax credits—rose by an average of 58%. Consumers who canceled their coverage or did not make their premium payments are not counted in effectuated enrollment totals. The “effectuation rate” was lower in 2026 than in recent years.
